Draft standards for the assessment of waste for landfill disposal, containment barrier design, waste acceptance and waste disposal requirements have been published in the Government Gazette for comment, along with draft regulations for waste classification and management.
Made under National Environmental Management, Waste Act 59 of 2008, they can be found in notices 613 to 615 of Government Gazette 35572 dated 10 August 2012, with the deadline for written submissions set at 30 days from publication.
The proposed standard for the assessment of waste for landfill disposal (notice 613) includes recommendations for:
• a total concentration analysis;
• a leachable concentration analysis;
• threshold values for each; and
• procedures for determining waste types for landfill disposal.
Amongst other things, the draft standards for containment barrier design, waste acceptance and waste disposal requirements (notice 615) include criteria in respect of which an application for the approval of a landfill site or cell is to be assessed.
Once promulgated, the draft regulations for waste classification and management (notice 614) will apply to waste generators, waste collectors and waste managers across all nine provinces – but not to domestic waste collected by municipalities.
The proposed regulations also seek to establish a mechanism and procedure for listing waste management activities that do not require a waste management licence.
