Ad hoc Intelligence Committee
Two bills, the Intelligence Services Amendment Bill and the National Strategic Intelligence Amendment Bill, have been tabled by Minster Ronnie Kasrils setting up a function with the intelligence services known as the National Communications Centre.
The centre is provided in the legislation with the capacity to engage in interception of foreign signals and cross-border communications. It may not intercept domestic communications, the National Strategic Intelligence Amendment Bill clearly states.
The activities of the centre will be “in the interests of the economic well-being of the Republic of South Africa and in support or detection of serious crime directed and committed against the Republic and its citizens”.
With its strong bias therefore towards intelligence gathering and communications screening of foreign communications, one can expect that anti-money laundering will form a great part of its activities – this perhaps being of particular interest to the banking and financial world and the communications and private security sector.
