Draft Public Administration Management Regulations have been drawn up and published for comment.

The public service and administration department published the call for comment in Government Gazette 42861.

The Draft Public Administration Management Regulations on Conducting Business with the State, Disclosure of Financial Interest and Ethics, Integrity and Discipline Technical Assistance Unit of 2019 and the Office of Standards and Compliance of 2019 flow from the Public Administration Management Act of 2014.

The Draft Public Administration Management Regulations on Conducting Business with the State, Disclosure of Financial Interest and Ethics, Integrity and Discipline Technical Assistance Unit focus on, inter alia, policy on conducting business with the state; register of employees’ financial interests and reporting requirements.

Heads of institutions will be expected to develop and maintain a policy on conducting business with the institution, publish the policy on its website, keep a register and report annually on the policy.

The Discipline Technical Assistance Unit must be provided by the head of institution with any research and reports generated by the institution concerning ethics, integrity and discipline within 30 days of its publication.

Sanctions for various contraventions by employees such as failure to disclose or submit a disclosure form are outlined.

The Draft Office of Standards and Compliance Regulations focus on duties, powers and functions of head of office; access to premises, vehicles, documents and employees and reports, directions, enforcement response plans and compliance orders.

Comment is invited within 30 days after the date of publication.
