Norms and Standards on Funding for TVET Colleges Set Down

The revised national norms and standards for funding technical and vocational education and training (TVET) colleges have been set down.

The higher education and training department published the revised norms and standards in Government Gazette 45352 in terms of the Continuing Education Training Act.

The policy governs all funding and spending by the department of programmes listed in the register of nationally approved programmes offered by public TVET colleges.

The policy also puts in place approaches and procedures that the department and public colleges should follow to improve alignment between different streams of public and private funding in the area of technical and vocational education and training.

The policy is designed to tackle the unequal access to technical and vocational education and training.

It also seeks to address inequalities in terms of the quality of the education service.

The norms and standards focus on a framework for the public funding of technical and vocational education and training; the system for funding public further education and training colleges; formula funding of programmes; other funding streams; financial management at public TVET colleges; national planning; the annual joint department-college planning process and the TVET funding system.

The funding norms applied from 1 April 2021.
