Independent Communications Authority
The Municipal Elections Party Elections Broadcasts and Political Advertisements Regulations have been amended.
The Independent Communications Authority (ICASA) published the amended Regulations in Government Gazette 45312.
A new Annexure A is inserted.
According to ICASA, the Third Amendment to the Regulations was published in Gazette 45272 on 6 October 2021.
The amendment introduced principles of allocation that caters for both political parties and independent candidates.
ICASA pointed out that the amended principles in Annexure A will ensure “equitable allocation of PEBs thereby providing all registered and contesting political parties and individual candidates PEBs broadcast on applicable broadcast media”.
However, the Third Amendment omitted the standards and guidelines applicable for the broadcasting of the Party Election Broadcasts (PEB).
The Fourth Amendment to the Regulations, therefore, provides the standards and guidelines applicable to the broadcast of PEBs.
The guidelines provide a framework to broadcasters covering the elections in which the system of Party Election Broadcasts and Political Advertising will operate.
The Fourth Amendment Regulations came into effect on the date of publication.
