Disaster Management Act Regulations Amended

Disaster Management Act Regulations have been amended.

The cooperative governance department published the amended Regulations in Government Gazette 46195.

New Regulations 67 on Mandatory Protocols When in a Public Place, 69 on Gatherings and 75 on Partial Re-opening of Borders are inserted.

A new Chapter 8 on Covid-19 Vaccine Injury No-Fault Compensation Scheme is also inserted.

It focuses on, inter alia, setting up of the Scheme; administration of the Scheme; financial management and oversight of the Scheme; governance and oversight; setting up of the adjudication panel and appeal panel; eligibility; compensation; submission of claims and procedure; causality determination; adjudication of claims; duration and termination of Scheme and condonation.

Regulations 67. 69 and 75; Directions on Social Relief of Distress Grant and Directions on extension of validity period of a learner’s licence; driving licence card; licence disc; professional driving permit and registration of a motor vehicle will remain in force for one month from the date of publication whereupon they will automatically lapse.

Regulations and Directions on the Covid-19 Vaccine Injury No-Fault Compensation Scheme will remain in force until terminated.

The amendments to the Regulations came into effect on the date of publication while the amendments to Chapter 8 are deemed to have come into force on 22 April 2021.

Meanwhile, in Gazette 46199, the department published the revocation of the classification of the Covid-19 pandemic as a national disaster by the National Disaster Management Centre.
