Comment Sought on Draft National Ports Regulations

Amendments are proposed to Regulation 8 of the National Ports Regulations.

The transport department published the draft regulations in Government Gazette 42585 for comment.

The draft regulations were drawn up in terms of the National Ports Act.

The act came into force at the end of 2006.

It provides for the setting up of the National Ports Authority and the Ports Regulator and for the administration of certain ports by the National Ports Authority.

The regulations focus on, inter alia, the economic participation and empowerment of historically disadvantaged groups in port operations, rules of procedure for port consultative committees and port limits.

A new sub-regulation 2 is proposed for Regulation 8.

It stipulates that the department shall provide all secretariat functions for Port Consultative Committees.

The envisaged functions include preparation and circulation of minutes and preparation and circulation of agendas.

Up to now, the South African Maritime Safety Authority has provided secretariat functions for the committees.

Comment on the draft regulations is invited within 30 days of the date of publication of the notice.
