Atmospheric Emission Licence Data Management Policy Republished

The Draft South African Atmospheric Emission Licence and Inventory Portal Data Management Policy has been republished for comment.

The forestry, fisheries and the environment department published the Draft Policy in Government Gazette 44866.

It was first published in Gazette 44799 on 2 July 2021.

The Draft Policy was drawn up in terms of the National Environmental Management: Air Quality Act.

It gives effect to Section 5.2.4.3 of the National Framework for Air Quality Management that calls for the policy to be developed to specify the protocols for data management and levels of accessibility for all users including stakeholders/general public.

Objectives include providing guidance on the collection, use and dissemination of data in the National Atmospheric Emission Inventory System (NAEIS) and System for National Atmospheric Emission Licensing (SNAEL); providing guidance on the dissemination of data held in South African Atmospheric Emission Licence and Inventory Portal (SAAELIP) for public good purposes; ensuring that dissemination of data in SAAELIP is done lawfully in a manner that protects data holders; ensuring the protection and security of collected data and the SAAELIP infrastructure for future generations and upholding the constitutional right of South Africans to information held by the state.

The Draft Policy focuses on legislative context of the policy, SAAELIP organisational context and application and SAAELIP data management.

Comment is invited within 30 days of the date of publication.
