2021 Draft Critical Skills List Drawn Up

February 19, 2021

Department of Home Affairs

Comment is sought on the 2021 Draft Critical Skills List.

The home affairs published the draft list in Government Gazette 44164 for comment.

The department points out that the preamble to the Immigration Act states that in providing for the regulation of admission of foreigners to, their residence in, and their departure from South Africa, the department must ensure that the “South African economy has access at all times to the full measure of needed contributions by foreigners and that the contribution of foreigners in the South African labour market does not adversely impact on existing labour standards and the rights and expectations of South African workers”.

The act provides for critical skills work visas to be issued to individuals possessing critical skills or qualifications as determined from time to time.

During the 2021 State of the Nation Address, president Ramaphosa mentioned that a revised critical skills list would be published within a week towards ensuring that the final list reflected skills needed by the economy.

The draft list was developed through an extensive scientific methodology led by the higher education and training department via its Labour Market Intelligence Research Programme.

Comment on the Technical Report for the 2021 Critical Skills List is invited by 31 March 2021.
