The national assembly has passed the Division of Revenue Amendment Bill and sent it to the national council of provinces for concurrence.
The bill was tabled in the national assembly on Medium Term Budget Policy Statement day on 30 October 2019.
It aims to:
• amend the Division of Revenue Act, 2019, in accordance with the Money Bills and Related Matters Act, 2009; and
• provide for matters connected therewith.
The bill aims to amend the Division of Revenue Act of 2019 as the “national adjustments budget for the 2019/20 financial year necessitates changes to the Division of Revenue Act, 2019”.
It was tabled in conjunction with the tabling of the national adjustments budget and revised fiscal framework for the 2019/20 financial year.
According to a statement issued by parliament, the bill’s schedules focus on, inter alia, adjusting the equitable share among the three spheres of government; changes to supplementary allocations to provinces; changes to specific-purpose allocations to provinces; changes to specific-purpose allocations to municipalities; introduction of a new grant; changes to allocation-in-kind to provinces for designated special programmes and changes to allocation-in-kind to municipalities for designated special programmes.
The standing committee on appropriations adopted the bill without amendments.
The select committee on appropriations will process the bill.
